Lilyana Pavlova Born on December 6, 1977 in Sofia.
She is a Doctor of Economics. She holds a Master’s degree in Public Administration and European Integration from Varna Free University and a Bachelor’s degree in International Economic Relations from the University of National and World Economy.
She is the author and co-author of over 10 scientific publications, books, articles and monographs. Since 2002 she has been a part-time lecturer in the field of Administration and Management, Strategic Management in the Public Sector, Management of Projects financed under EU Funds at the Institute of Public Administration and European Integration to the Council of Ministers.
She won the Varna'2006 award (in collaboration with a scientific research team) for the publications “Fundamentals of Public Administration” and “Strategic Management in the Public Sector” (under Protocol № 41 of Municipal Council - Varna of February 16, 2006).
She began her career in September 1996 at the Institute for Development of Democracy.
In March 1997 she took the post of financial manager at PHARE - Training Program for Managers.
Between 1998 and 1999, she took the post of office manager at PHARE-Tempus Program project of National Academic Center for Management and Capital Markets.
In 1999, she worked as an expert on international projects at the Institute for Postgraduate Studies at the University of National and World Economy.
Between 1999 and 2002, she served as an expert at the ISPA Coordinating Unit at the Ministry of Regional Development and Public Works.
Since 2002 she has been working as an expert in the National Fund Directorate in the Ministry of Finance.
From April 2002 to August 2009 she was Head of Department in the National Fund Directorate in the Ministry of Finance, responsible for financial management, control and monitoring of pre-accession instruments PHARE, ISPA, SAPARD, as well as Structural Funds and the Cohesion Fund for the Danube region.
In August 2009 she was appointed Deputy Minister of Regional Development and Public Works. She was responsible for the Directorates in charge of the management of EU funds and programs. During this period she was also Head of the Managing Authority of OP Regional Development 2007 - 2013 and of cross-border and transnational cooperation programs. She was also coordinator of Bulgaria’s participation in the EU Strategy for the Danube Region.
On September 9, 2011, she was elected Minister of Regional Development and Public Works in the government of Prime Minister BoykoBorissov - a post she occupied until the end of its term in 2013.
She was elected MP in the 43rd National Assembly by third multi-member constituency-Varna.
She was Elected Minister of Regional Development and Public Works on November 7, 2014 by the 43rd National Assembly.
